The cell site could then include an eNodeB and a base station controller (BSC). In this configuration, each of the first plurality of RF channels could be a respective RF carrier of a first plurality of RF carriers. Further, one or more of the first plurality of RF channels, including the particular RF channel of the first plurality of RF channels, could be configured for transmitting according to LTE. Additionally, each of the second plurality of RF channels could be a respective RF carrier of a second plurality of RF carriers, where the second plurality of RF carriers being different than the first plurality of RF carriers. With this arrangement, one or more of the second plurality of RF channels, including the particular RF channel of the second plurality of RF channels, could be configured for transmitting according to LTE, and one or more of the second plurality of RF channels could be configured for transmitting according to CDMA. Then, identifying the one or more other channels of the second plurality of RF channels for which capacity loading for serving UEs is below the utilization threshold could entail the eNodeB monitoring the capacity loading of one or more of the second plurality of RF channels.
