The configuration selector 198 includes code and routines that are operable, when executed by the onboard unit 126, to cause the onboard unit 126 to retrieve the configuration data 194 from the memory 127 and select one of the plurality of candidate radio channels to use for sending and receiving V2X messages based at least in part on the configuration network probabilities for each of these candidate radio channels.
