Counter N is determined as described in Subclause 15.1.1 for carrier cj∈C, and is denoted as Ncj, where cj is the carrier that has the largest CWp value. For each carrier ci, Nci=Ncj. When the eNB ceases transmission on any one carrier for which Nci is determined, the eNB shall reinitialise Nci for all carriers.
15.1.5.2 Type B Multi-Carrier Access Procedure
A carrier cj∈C is selected by the eNB as follows
the eNB selects cj by uniformly randomly choosing cj from C before each transmission on multiple carriers ci∈C, or
the eNB selects cj no more frequently than once every 1 second,
where C is a set of carriers on which the eNB intends to transmit, i=0, 1, . . . q?1, and q is the number of carriers on which the eNB intends to transmit.

the eNB shall perform channel access on carrier cj according to the procedures described in Subclause 15.1.1 with the modifications described in 15.1.5.2.1 or 15.1.5.2.2.
