If the state information indicates that the remote terminal device is within the coverage of the network, the remote terminal device monitors an air interface message and receives the paging message sent by the first access network device through the air interface message.

If the state information indicates that the remote terminal device has the subscription relationship and/or the connection relationship with the relay terminal device, the remote terminal device receives the paging message sent by the first access network device through the relay terminal device.
