One technique for avoiding IRSF may be to automatically block calls to destination endpoints known or suspected to be high risk destination endpoints. However, in some situations, there may be a legitimate reason to call a high risk destination endpoint. For example, a mining company may have a legitimate need to call a satellite phone to communicate with scientists who may be in the field. Manually disabling automatic blocking of calls to high risk destination endpoints for specific entities, such as a mining company who has a need to call high risk destination endpoints, may be feasible on a small scale; however, manually disabling automatic blocking of calls to high risk or high cost destination endpoint in a large communication service system may consume a considerable amount of resources.
