DCI of latency-sensitive user equipment ranks higher than DCI of latency-insensitive user equipment.

determining the N pieces of to-be-jointly-coded DCI according to a preset rule, where
the preset rule includes at least one of the following rules:
user equipments of the N pieces of DCI are in same or similar channel conditions; and
functions indicated by information carried in the N pieces of DCI are the same.
