Optionally, an embodiment of this application further provides an apparatus (for example, the apparatus may be a chip system). In a possible design, the apparatus further includes a memory. The memory is configured to store a program instruction and data that are required by the network device. Certainly, the memory may alternatively not be in the apparatus. When the apparatus is a chip system, the apparatus may include a chip, or may include a chip and another discrete device. This is not specifically limited in the embodiment of this application.
