What is claimed is:1. A method performed by a terminal in a communication system, the method comprising:receiving, from a base station, configuration information on one or more physical uplink control channel (PUCCH) resources for transmitting multiple channel state information (CSI);identifying a PUCCH resource for transmitting uplink control information (UCI) including the multiple CSI among the one or more PUCCH resources, based on a number of bits associated with the UCI;identifying power for transmission of the UCI based on a number of physical resource blocks (PRBs) corresponding to the PUCCH resource, and a ratio of the number of bits associated with the UCI and a number of resource elements for the UCI; andtransmitting the UCI including the multiple CSI using the PUCCH resource based on the power for the transmission of the UCI.2. The method of claim 1, wherein the configuration information includes an index and a format for each of the one or more PUCCH resources.3. The method of claim 1, wherein the PUCCH resource is identified as a PUCCH resource corresponding to a number of bits which is smallest number being greater than or equal to the number of bits associated with the UCI among the one or more PUCCH resources.4. The method of claim 1, further comprising:selecting at least one CSI among the multiple CSI based on a priority value, in case that the number of bits associated with the UCI is greater than the greatest number of bits corresponding to the one or more PUCCH resources; andtransmitting the UCI including the selected at least one CSI using a PUCCH resource corresponding to the greatest number of bits.5. A method performed by a base station in a communication system, the method comprising:transmitting, to a terminal, configuration information on one or more physical uplink control channel (PUCCH) resources for transmitting multiple channel state information (CSI); andreceiving uplink control information (UCI) including the multiple CSI using a PUCCH resource based on power for the transmission of the UCI,wherein the PUCCH resource for receiving the UCI including the multiple CSI is one among the one or more PUCCH resources, based on a number of bits associated with the UCI, andwherein the power for the transmission of the UCI is based on a number of physical resource blocks (PRBs) corresponding to the PUCCH resource, and a ratio of the number of bits associated with the UCI and a number of resource elements for the UCI.6. The method of claim 5, wherein the configuration information includes an index and a format for each of the one or more PUCCH resources.7. The method of claim 5, wherein the PUCCH resource is identified as a PUCCH resource corresponding to a number of bits which is smallest number being greater than or equal to the number of bits associated with the UCI among the one or more PUCCH resources.8. The method of claim 5, further comprising receiving the UCI including a selected at least one CSI using a PUCCH resource corresponding to the greatest number of bits,wherein the at least one CSI is selected among the multiple CSI based on a priority value, in case that the number of bits associated with the UCI is greater than the greatest number of bits corresponding to the one or more PUCCH resources.9. A terminal in a communication system, the terminal comprising:a transceiver; anda controller configured to:receive, from a base station, configuration information on one or more physical uplink control channel (PUCCH) resources for transmitting multiple channel state information (C SI);identify a PUCCH resource for transmitting uplink control information (UCI) including the multiple CSI among the one or more PUCCH resources, based on a number of bits associated with the UCI;identify power for transmission of the UCI based on a number of physical resource blocks (PRBs) corresponding to the PUCCH resource, and a ratio of the number of bits associated with the UCI and a number of resource elements for the UCI; andtransmit the UCI including the multiple CSI using the PUCCH resource based on the power for the transmission of the UCI.10. The terminal of claim 9, wherein the configuration information includes an index and a format for each of the one or more PUCCH resources.11. The terminal of claim 9, wherein the PUCCH resource is identified as a PUCCH resource corresponding to a number of bits which is smallest number being greater than or equal to the number of bits associated with the UCI among the one or more PUCCH resources.12. The terminal of claim 9, wherein the controller is further configured toselect at least one CSI among the multiple CSI based on a priority value, in case that the number of bits associated with the UCI is greater than the greatest number of bits corresponding to the one or more PUCCH resources; andtransmit the UCI including the selected at least one CSI using a PUCCH resource corresponding to the greatest number of bits.13. A base station in a communication system, the base station comprising:a transceiver; anda controller configured to:transmit, to a terminal, configuration information on one or more physical uplink control channel (PUCCH) resources for transmitting multiple channel state information (C SI); andreceive uplink control information (UCI) including the multiple CSI using a PUCCH resource based on power for the transmission of the UCI,wherein the PUCCH resource for receiving the UCI including the multiple CSI is one among the one or more PUCCH resources, based on a number of bits associated with the UCI, andwherein the power for the transmission of the UCI is based on a number of physical resource blocks (PRBs) corresponding to the PUCCH resource, and a ratio of the number of bits associated with the UCI and a number of resource elements for the UCI.14. The base station of claim 13, wherein the configuration information includes an index and a format for each of the one or more PUCCH resources.15. The base station of claim 13, wherein the PUCCH resource is identified as a PUCCH resource corresponding to a number of bits which is smallest number being greater than or equal to the number of bits associated with the UCI among the one or more PUCCH resources.16. The base station of claim 13, wherein the controller is further configured to receive the UCI including a selected at least one CSI using a PUCCH resource corresponding to the greatest number of bits,wherein the at least one CSI is selected among the multiple CSI based on a priority value, in case that the number of bits associated with the UCI is greater than the greatest number of bits corresponding to the one or more PUCCH resources.
