We claim:1. An information transmission method, comprising:carrying configuration information of a control resource set on a physical broadcast channel, wherein the configuration information is used to indicate to a terminal time domain position information and frequency domain position information of the control resource set,wherein the time domain position information comprises information of a slot in which the control resource set is located and position information of a symbol occupied by the control resource set in the slot, and wherein the position information of the symbol occupied by the control resource set in the slot comprising a starting symbol index of symbols occupied by the control resource set in the slot and a number of the symbols occupied by the control resource set in the slot;transmitting the control resource set to the terminal according to the configuration information;wherein the slot in which the control resource set is located comprises a synchronization signal block;wherein the control resource set is a common control resource set of remaining minimum system information, RMSI; andwherein when the control resource set is transmitted in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block, a same resource mapping rule is applied for the control resource set in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block.2. The information transmission method according to claim 1, wherein the configuration information of the control resource set comprises bandwidth information of the control resource set; and,wherein the configuration information of the control resource set comprises the frequency domain position information of the control resource set, wherein the frequency domain position information is indicated by a frequency offset between the control resource set and a synchronization signal block.3. The information transmission method according to claim 1, wherein the configuration information of the control resource set is further used to indicate: whether the control resource set is transmitted in the slot containing the synchronization signal block; or whether the control resource set is transmitted in the slot not containing the synchronization signal block.4. The information transmission method according to claim 1, wherein the configuration information of the control resource set indicates at least one of the following information: a time domain offset between adjacent monitoring windows, and a starting position of a monitoring window, wherein a monitoring window of the control resource set comprises at least one monitoring occasion of the control resource set.5. The information transmission method according to claim 4, wherein the monitoring window of the control resource set corresponds to a synchronization signal block.6. The information transmission method according to claim 4, wherein the time domain duration of the monitoring window of the control resource set is greater than or equal to 1 slot.7. The information transmission method according to claim 4, wherein the time domain offset between the adjacent monitoring windows comprises at least one of the following: 0, the time domain duration of the monitoring window, and 1/X of the time domain duration of the monitoring window, wherein X is an integer greater than 1, and a value of X is predefined by a predetermined protocol.8. An information transmission apparatus, comprising:a processor configured to carry configuration information of a control resource set on a physical broadcast channel; wherein the configuration information is used to indicate to a terminal time domain position information and frequency domain position information of the control resource set; andwherein the processor is further configured to transmit the control resource set according to the configuration information,the configuration information of the control resource set comprising the time domain position information of the control resource set, the time domain position information comprises information of a slot in which the control resource set is located and position information of a symbol occupied by the control resource set in the slot, and the position information of the symbol occupied by the control resource set in the slot comprising a starting symbol index of symbols occupied by the control resource set in the slot and a number of the symbols occupied by the control resource set in the slotwherein the slot in which the control resource set is located comprises a synchronization signal block;wherein the control resource set is a common control resource set of remaining minimum system information, RMSI; andwherein when the control resource set is transmitted in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block, the information transmission apparatus is configured to apply a same resource mapping rule for the control resource set in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block.9. The information transmission apparatus according to claim 8, wherein the configuration information of the control resource set comprises bandwidth information of the control resource set; andwherein the configuration information of the control resource set comprises the frequency domain position information of the control resource set, wherein the frequency domain position information is indicated by a frequency offset between the control resource set and a synchronization signal block.10. The information transmission apparatus according to claim 8, wherein the configuration information of the control resource set is further used to indicate: whether the control resource set is transmitted in the slot containing the synchronization signal block; or whether the control resource set is transmitted in the slot not containing the synchronization signal block.11. The information transmission apparatus according to claim 8, wherein the configuration information of the control resource set indicates at least one of the following information: a time domain offset between adjacent monitoring windows, and a starting position of a monitoring window, wherein a monitoring window of the control resource set comprises at least one monitoring occasion of the control resource set.12. The information transmission apparatus according to claim 11, wherein the monitoring window of the control resource set corresponds to a synchronization signal block.13. An information reception method, comprising:receiving configuration information of a control resource set, the configuration information of the control resource set being carried on a physical broadcast channel, and the configuration information being used to indicate time domain position information and frequency domain position information of the control resource set,wherein the time domain position information comprises information of a slot in which the control resource set is located and position information of a symbol occupied by the control resource set in the slot, and wherein the position information of the symbol occupied by the control resource set in the slot comprising a starting symbol index of symbols occupied by the control resource set in the slot and a number of the symbols occupied by the control resource set in the slot;receiving the control resource set according to the configuration information;wherein the slot in which the control resource set is located comprises a synchronization signal block;wherein the control resource set is a common control resource set of remaining minimum system information, RMSI; andwherein when the control resource set is received in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block, a same resource mapping rule is applied for the control resource set in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block.14. The information reception method according to claim 13, wherein the configuration information of the control resource set comprises bandwidth information of the control resource set, andwherein the configuration information of the control resource set comprises the frequency domain position information of the control resource set, wherein the frequency domain position information is indicated by a frequency offset between the control resource set and a synchronization signal block.15. The information reception method according to claim 13, wherein the configuration information of the control resource set indicates at least one of the following information: a time domain offset between adjacent monitoring windows, and a starting position of a monitoring window, wherein a monitoring window of the control resource set comprises at least one monitoring occasion of the control resource set.16. The information reception method according to claim 15, wherein the monitoring window of the control resource set corresponds to a synchronization signal block; orwherein the time domain duration of the monitoring window of the control resource set is greater than or equal to 1 slot; orwherein the time domain offset between the adjacent monitoring windows comprises at least one of the following: 0, the time domain duration of the monitoring window, and 1/X of the time domain duration of the monitoring window, wherein X is an integer greater than 1, and a value of X is predefined by a predetermined protocol.17. An information reception apparatus, comprising:a first processor configured to receive configuration information of a control resource set, wherein the configuration information of the control resource set is carried on a physical broadcast channel, and the configuration information is used to indicate time domain position information and frequency domain position information of the control resource set; anda second processor configured to receive the control resource set according to the configuration information,the configuration information of the control resource set comprising the time domain position information of the control resource set, the time domain position information comprises information of a slot in which the control resource set is located and position information of a symbol occupied by the control resource set in the slot, and the position information of the symbol occupied by the control resource set in the slot comprising a starting symbol index of symbols occupied by the control resource set in the slot and a number of the symbols occupied by the control resource set in the slot,wherein the slot in which the control resource set is located comprises a synchronization signal block;wherein the control resource set is a common control resource set of remaining minimum system information, RMSI; andwherein when the control resource set is transmitted in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block, the information reception apparatus is configured to apply a same resource mapping rule for the control resource set in both the slot containing the synchronization signal block and the slot not containing the synchronization signal block.18. The information reception apparatus according to claim 17, wherein the configuration information of the control resource set comprises bandwidth information of the control resource set, andwherein the configuration information of the control resource set comprises the frequency domain position information of the control resource set, wherein the frequency domain position information is indicated by a frequency offset between the control resource set and a synchronization signal block.19. The information reception apparatus according to claim 17, wherein the configuration information of the control resource set indicates at least one of the following information: a time domain offset between adjacent monitoring windows, and a starting position of a monitoring window, wherein a monitoring window of the control resource set comprises at least one monitoring occasion of the control resource set.20. The information reception apparatus according to claim 19,wherein the monitoring window of the control resource set corresponds to a synchronization signal block; orwherein the time domain duration of the monitoring window of the control resource set is greater than or equal to 1 slot; orwherein the time domain offset between the adjacent monitoring windows comprises at least one of the following: 0, the time domain duration of the monitoring window, and 1/X of the time domain duration of the monitoring window, wherein X is an integer greater than 1, and a value of X is predefined by a predetermined protocol.
