Beginning with box 503, the frequency scheme scheduling service 427 determines the available frequency schemes 445 (FIG. 4) in a geographic area 150 (FIG. 1B) for a time period. To this end, the frequency scheme scheduling service 427 may communicate with the spectrum reservation service 410 (FIG. 4) to determine which frequency schemes 107 (FIG. 1A) are not already reserved by others in the geographic area 150 for the time period. The frequency scheme scheduling service 427 may also determine which frequency schemes 107 are permitted by authorities and which frequency schemes 107 are physically capable of being implemented by the radio unit configuration data 457 (FIG. 4) and the antenna configuration data 460 (FIG. 4). The frequency scheme scheduling service 427 may also examine which frequency schemes 107 are actually supported by the wireless devices 106 (FIG. 1A) according to the device data 448 (FIG. 4). In one implementation, an available bandwidth matrix is constructed with values for each one of a plurality of geographic subareas 153 (FIG. 1B) in the geographic area 150, indicating the maximum bandwidth available for each of the available frequency schemes 445.
