摘要

A wireless device receives, from a first base station, at least one radio resource control (RRC) message. The at least one RRC message comprises master cell group (MCG) configuration parameters of a primary cell (PCell) of the first base station and secondary cell group (SCG) configuration parameters of a primary SCG cell (PSCell) of a second base station, for dual connectivity of the wireless device with the first base station and the second base station. The wireless device determines a failure of the PCell before the PSCell configuration is applied. Based on the failure of the PCell, the wireless device performs a cell selection. In response to the selected cell being the PSCell, the wireless device synchronizes with the PSCell based on the SCG configuration parameters.

The UE-RRC layer in RRC idle or RRC inactive state may forward one or more of the followings, corresponding to the selected PLMN, to to upper layers (e.g., the UE-NAS layer)
  • the PLMN identity;
  • IMS emergency support indicator; or
  • UAC access category1 selection assistance information.

    • Based on the tacking area code, the UE-NAS layer may determine whether initiating a NAS procedure (e.g., a registration procedure). Based on the IMS emergency support indicator, the UE-NAS layer may initiate a NAS procedure for IMS emergency service. Based on the UAC access category1 selection assistance information, the UE-NAS layer may determine whether applying an access category 1 to the UAC. The UE-RRC layer may apply the configuration in the serving cell common configuration. The serving cell common configuration may be used to configure cell specific parameters of a UE's serving cell and may comprise at least one of common uplink configuration and/or common downlink configuration of the serving cell. The common uplink/downlink configuration may comprise the frequency information configuration and the initial BWP common configuration for uplink/downlink.

    A serving cell common configuration may configure an initial BWP common configuration. The initial BWP common configuration may be used to configure common parameters for an uplink BWP. The initial BWP common configuration comprise at least one of:

      • Generic parameters for BWP;
      • Rach common configuration;
      • Pusch common configuration; or
