FIG. 28 is an example illustration of an enhanced procedure to recover an RRC connection via PSCell using configurations in accordance with embodiments of the present disclosure. A UE may receive from a first base station (a base station of MCG/PCell) at least one radio resource control message comprising the secondary cell group (SCG) configuration parameters of primary SCG cell (PSCell) of a second base station (a base station of SCG/PSCell). The UE may detect the failure of a primary cell of the first base station before configuring the PSCell based on the secondary cell group (SCG) configuration parameters (e.g., before making a connection with the PSCell). The configuring the PSCell may be completed based on the synchronization to the PSCell. The UE may perform, based on the detecting the failure, at least one of:

- suspending radio bearers;
- storing a cell group configuration of the PCell;
- storing the cell identity of the PSCell (candidates); or
- storing the cell group configuration of the PSCell.
The UE may select a cell based on a signal quality of the cell exceeding a threshold. The UE may perform, based on the selected cell being the PSCell, at least one of:
- restoring the cell group configuration of the PSCell;
- performing, based on the restoring, a cell group configuration for the PSCell; or
- resuming a signaling radio bearer.
