A UE may store, based on detecting a failure from a primary cell (PCell), a cell group configuration of the PCell and select a cell based on a signal quality of the cell exceeding a threshold. In response to the selected cell being the PCell, the UE may perform a synchronization with the PCell based on the cell group configuration. The UE may send, based on the synchronization to a base station of the PCell, an MCG failure information message comprising the failure. The failure may comprise at least one of a radio link failure in a primary cell (PCell), a reconfiguration with sync failure of the PCell, a mobility failure from new radio, an integrity check failure indication from lower layers (e.g., PDCP layer) concerning signaling radio bearer 1 (SRB1) or signaling radio bearer 2 (SRB2) or an RRC connection reconfiguration failure. The UE may perform, based on detecting the problem in the PCell, at least one of suspending radio bearers or storing a cell identity of the PCell. The UE may determine, based on the cell identity of the selected cell being the stored cell identity of the PCell, the selected cell being the PCell. The UE may perform, based on the selected cell being the PCell, at least one of restoring the cell group configuration of the PCell, or resuming signaling radio bearers. The signaling radio bearer may comprise at least one of SRB 1 or SRB 2. The MCG failure information message may comprise at least one of a UE identity, a failure type or measurement report. The UE may receive, based on the sending the MCG failure information message, at least one of an RRC reconfiguration message or an RRC release message.
