In an example, an SCS/AS and SCEF may request that it be notified when the UE becomes available after delivery of a packet fails. This is described above. In some cases, the UE may only be awake for a short time period. It is recognized herein that if the 3rd party server fails to send data to the S-GW before the UE returns to the sleep state, then the data delivery attempt may fail again. In order to help handle this situation, in accordance with one example, the SCS/AS and SCEF are allowed to configure this notification so that it will not clear until a MT packet is successfully sent. In other words, the MCN (e.g., MME) may send a notification each time the UE becomes reachable until a data packet is successfully sent to the UE.
