The data traffic steering component 514, in response to the determining indicating that the condition is satisfied and that the second link is available, performs the modification of the data routing schedule comprising utilizing the second link and the first link to transmit the data packets associated with the quality of service value. In some embodiments, the data traffic steering component 514 aggregates, transmission of the data packets based on radio conditions and the quality of service value associated with the data packets, wherein the aggregating comprises selecting a first data packet from the data packets to transmit utilizing the first link and a second data packet from the data packets to transmit utilizing the second link. The data traffic steering component 514 can also, select one or more data packets to transmit using the LTE link and others on the NR link. The selection may be based on radio condition of the LTE link and NR link. The QCI of each data packet and the radio condition provide guidance in the selection process. For example, if the radio condition for NR link is better that allows for higher throughput, the scheduler can select the NR link for communicating data packets received from the First Responders. Additional information may be used to make the selection, for example, but not limited to, tornados, hurricanes, earthquakes, fires or any other emergency that may cause congestion a network node device (e.g., e/gNodeB).
