In a 5G NR system, a cell supports a maximum system bandwidth of up to 400 MHz, much higher than a maximum system bandwidth of 20 MHz in LTE, to support higher system and user throughput. However, supporting such a high system bandwidth is a huge challenge for implementation of UE, and is not conducive to implementation of low-cost UE. Therefore, the 5G NR system further supports dynamic and flexible bandwidth allocation. A system bandwidth is divided into a plurality of bandwidth parts (bandwidth part, BWP) to support access of narrowband terminal users or energy-saving-mode terminal users.
