For example, it is stipulated, according to a preset rule or a protocol, that after the receiving the configuration information sent by the first network device, the terminal device does not need to report the measurement report after a handover condition is triggered, but is handed over to the target cell that satisfies the trigger condition.

Specifically, after receiving the conditional handover configuration information, the terminal device determines whether the handover trigger condition is satisfied. In this period, the terminal device keeps transmitting data with the first network device. When the handover trigger condition is satisfied, the terminal device determines the target cell, and performs a random access process with the target cell, that is, initiates random access to a second network device corresponding to the target cell. It should be understood that the terminal device may access the target cell through a contention-free random access process or a contention-based random access process.
