In this way, the terminal device is woken up by using this wake up signal, thereby implementing paging of the terminal device.
Optionally, when determining the to-be-monitored wake up signal in the plurality of wake up signals based on the first category and the grouping factor, the network device may similarly determine the to-be-monitored wake up signal in the plurality of wake up signals by using the following two methods.
