The parameter used by the terminal device to monitor a control channel and/or a data channel in the DRX active time may include a CORESET, a search space set, or a candidate PDCCH in which the terminal device needs to monitor or stop monitoring a PDCCH, a periodicity in which the terminal device performs monitoring in the search space set, a periodicity in which the terminal monitors the PDCCH (PDCCH monitoring periodicity), a time period for the terminal device to stop monitoring the PDCCH (PDCCH skipping), a quantity of receive antennas or a quantity of multiple-input multiple-output (MIMO) layers of the terminal device, cross-slot or same-slot scheduling, and a carrier (for example, may be a secondary carrier, SCell) on which the terminal device monitors or stops monitoring the PDCCH. The first time period may be a time length of the CORESET, the search space set, or the candidate PDCCH in which the terminal device stops monitoring the PDCCH in the DRX active time, or a time length in which the terminal device stops monitoring the PDCCH.
