Optionally, the first DCI includes at least one information block, each of the at least one information block includes at least one information field, and different information blocks are used to indicate parameters used by different terminal device to monitor a data channel and/or a control channel in the first time period.

For example, the first DCI is shared by 10 terminal devices. The first DCI may include one information block, but the information block includes fourth power saving information respectively corresponding to the 10 terminal devices. The first DCI may alternatively include two information blocks, where one information block includes fourth power saving information of five terminal devices, and the other information block includes fourth power saving information of the remaining five terminal devices. The first DCI may alternatively include 10 information blocks, and the 10 information blocks are in a one-to-one correspondence with the 10 terminal devices. It should be understood that the specific values involved herein are merely simple examples for ease of understanding the technical solutions in the embodiments of this application. During specific implementation of the technical solutions in the embodiments of this application, there may be larger values or more complex manners.

Optionally, for one terminal device, the third power saving information and the fourth power saving information may be carried in a same information block, or may be carried in different information blocks.

The first DCI indicates a plurality of pieces of fourth power saving information in many manners. This is not specifically limited in this embodiment of this application.
