A method and apparatus for controlling relaxed measurement in a wireless communication system is provided. A wireless device receives, from a network, a first measurement configuration including at least one of relaxed measurement conditions. A wireless device receives, from the network, a second measurement configuration including a frequency set to be measured in an idle state and/or an inactive state. A wireless device determines to perform a relaxed measurement or no measurement on at least one of frequency which is not included in the frequency set included in the second measurement configuration, based on that the at least one of the relaxed measurement conditions is met.

  • if the serving cell fulfils Srxlev≤SnonIntraSearchP or Squal≤SnonIntrasearchQ; and,
  • if the UE has performed normal intra-frequency or inter-frequency measurements for at least TSearchDeltaP after (re-)selecting a new cell; and,
  • if less than Thigher_priority_search has passed since measurements for cell (re-)selection were last performed; and,
  • if the first relaxed measurement criterion for UE with low mobility described below is fulfilled for a period of TSearchDeltaP; and,
  • if the second relaxed measurement criterion for UE not at cell edge described below is fulfilled; and,

    • if highPriorityMeasRelax is not configured:

    the UE may choose not to perform measurement for measurements of NR inter-frequencies or inter-RAT frequency cells of higher priority.

    The above relaxed measurements and no measurement are not applicable for frequencies that are included in VarMeasIdleConfig, if configured and for which the UE supports dual connectivity or carrier aggregation between those frequencies and the frequency of the current serving cell.

    In other world, UE may determine to perform the relaxed measurement and/or no measurement on at least one of frequency which is not included in the second measurement configuration (or idle/inactive measurment configuration), even if the at least one of the relaxed measurement conditions (for example, the first relaxed measurment creterion and/or the second relaxed measurment creterion described below) is met.
