The wireless device 2012 may determine/calculate/compute a higher filtered RSRP (e.g., L3-RSRP) value of the pathloss RS for the downlink path loss estimate (or a path loss measurement). The wireless device 2012 may determine/calculate/compute the higher filtered RSRP for transmission of the transport block 1921, 1923, 2022, or 2032.
