The coreset pool index of the configured uplink grant may be equal to one. The wireless device 2012 may determine/select the pathloss reference RS associated with a pathloss reference RS index that is equal to one, for example, based on the coreset pool index being equal to one. The wireless device 2012 may determine/select the pathloss reference RS associated with the pathloss reference RS index that is equal to one based on a determination to send/transmit the transport block 2032 before (or prior to) receiving the activation command 1922. The wireless device 2012 may determine/select the pathloss reference RS associated with the pathloss reference RS index that is equal to one based on the receiving the DCI 2030 (e.g., scheduling the transport block or activating the configured uplink grant) before (or prior to) receiving the activation command 1922. The plurality of pathloss reference RS indexes may comprise the pathloss reference RS index. The pathloss reference RS is the Pathloss Reference RS 1, for example, if Pathloss Reference RS 1, as shown in FIG. 18, has a pathloss reference RS index that is equal to one.
