This application provides a method, includes: a first network node sends an inactivity timer of a terminal device to a second network node, the first network node receives an inactive state indication of the terminal device from the second network node, wherein the inactive state indication of the terminal device is used by the first network node to determine whether the terminal device to enter an inactive state, the first network node notifies the second network node that the terminal device enters the inactive state.

The processor 1501 is configured to: execute the instruction stored in the memory 1502, control the receiver 1503 to receive information, and control the transmitter 1504 to send information.

The processor 1501 is configured to execute the instruction stored in the memory 1502. The processor 1501 may be configured to perform operations and/or functions corresponding to the processing module 820 in the network device 800. The receiver 1503 and the transmitter 1504 may be configured to perform operations and/or functions corresponding to the transceiver module 810 in the network device 800.
